The Forest Highway Program for Ohio is administered and funded through the Eastern Federal Public Lands Highways Division of FHWA. Forest highways assist rural and community economic development as well as promote tourism and travel. Projects are cooperatively selected and managed by ODOT, FHWA and the national Forest Service. These funds may be used for the planning, design and construction of highways, roads, parkways, and transit facilities that provide access to or within National Forest System lands. Funding is not eligible for right-of-way acquisition, except in exceptional circumstances. Maintenance activities are also not eligible. ODOT typically receives an annual allocation of approximately $200,000 in forest highway funds. Federal participation is eligible up to 100 percent. If other FHWA funds are used on an eligible forest highway project, the forest highway funds may be counted toward the non-federal share of project costs.
