Minimum Sign Retroreflectivity Regulations
The following is meant to provide information to local agencies regarding new federal regulations on minimum sign retroreflectivity requirements. The minimum traffic sign retroreflectivity values have been imposed by the Federal Highway Administration (FHWA) via Revision 2 of the 2003 Edition of the federal Manual on Uniform Traffic Control Devices (MUTCD), effective January 22, 2008.
The Ohio Manual of Uniform Traffic Control Devices (OMUTCD) must be revised to be in substantial conformance with these new requirements by December 21, 2009. When adopted the OMUTCD will have the same compliance dates as provided in the federal MUTCD.
As these will be a “standard” condition (shall), all agencies responsible for the maintenance of highway signs will be required to be in compliance with the requirements. The most obvious ramification for not being in compliance is the potential for liability.
Potential funding sources for sign upgrade projects are the traditional sources including: Issue 2, the ODOT Safety Program, CEAO, MPO’s, etc. Each organization should be contacted to determine eligibility requirements.
The ODOT Safety Program will require some linkage to a specific safety problem. Agencies interested in applying for ODOT Safety Funding would need to submit a request via the normal twice annual funding application process. The below information is an attempt to provide the most relevant information from the new requirements so that local agencies can begin to prepare as soon as possible for the impending compliance dates. The traffic sign retroreflectivity issue contains three major components, as follows:
1.) Minimum Levels of Traffic Sign Retroreflectivity
Minimum retroreflectivity levels have been established by FHWA in the federal MUTCD Table 2A-3 for:
- white on green guide signs
- black on yellow warning signs
- black on orange work zone warning signs
- white on red regulatory signs
- black on white regulatory signs
Agencies are advised that signs made with engineer grade reflective sheeting (ODOT Type F; ASTM D 4956 Type 1) will not meet the FHWA minimum requirements for most of the above categories, even when the signs are brand new, based on values contained in ASTM D 4956. Even fewer categories would be met for signs that are in service, based on warranted minimums of Type F sheeting.
It is recommended that brighter sheeting materials (e.g. prismatic or high intensity beaded – ODOT Type G, H, J reflective sheeting) be considered for use, as signs made with these materials will not only improve retroreflective performance but are generally more cost effective due to their extended service life with only a minimal increased initial cost.
No minimum retroreflectivity levels have been established for:
- white on blue signs
- white on brown signs
2.) Assessment and Management Methods
New text in the federal MUTCD Section 2A.09 describes the various methods available to assure achievement of these minimum retroreflectivity levels. Agencies should implement one or more of the following assessment or management methods in order to be in compliance with the retroreflectivity requirements:
- Periodic visual nighttime inspection of each sign
- Periodic reflectivity measurement of each sign
- Replacement of each sign based on expected sign life
- Scheduled blanket replacement of all signs in an area/corridor based on expected sign life
- Replacement of signs based on performance of a monitored group of control signs
- Other acceptable method based on engineering study
3.) Target Compliance Dates
The federal MUTCD, on page I-3, establishes three target compliance dates:

January 22, 2012, an assessment or management method
must be in place
- By January 22, 2015, all regulatory, warning, and ground mounted guide (except street name) signs failing to meet the minimum levels must be replaced
- By January 22, 2018, all street name and overhead guide signs failing to meet the minimum levels must be replaced
ODOT does not rule if an agency is or is not compliant with the regulations. These regulations are passed down to the State level via their inclusion in the federal MUTCD. In a similar manner they are passed down to the local level via the Ohio MUTCD (OMUTCD). FHWA has no choice other than requiring ODOT to include the requirements in the OMUTCD.

Credit Bridge Program 1/10/07
ODOT announces its
Credit Bridge Program available
to certain local governments who use Federal-aid funds to replace
or rehabilitate their bridges. This program permits counties and
municipalities to replace or rehabilitate a bridge that is not on
a Federal-aid highway and receive credit for up to 80 percent of
the eligible construction costs. The credit, in turn, serves as
the 20 percent non-Federal share for a future Federal-aid bridge
project. Interested entities are encouraged to contact their ODOT
District LPA
Coordinator if they wish to commence with a project.

The TE Program provides funds for projects that enhance surface transportation by improving the cultural, historic, aesthetic and environmental aspects. The three qualifying categories are Historic and Archeological, Bicycle and Pedestrian, and Scenic and Environmental. Federal funds pay up to 80% of eligible construction and acquisition activities. Eligible applicants include all public entities outside the county boundaries of Metropolitan Planning Organizations (MPOs), unless the entity is within a small MPO (population less than 200,000) that has joined the ODOT Program. These are Allen County, Licking County (less Etna Township and the City of Pataskala), Belmont County, and Parkersburg MPO in parts of Washington County.

FHWA has issued new National Bridge Inspection
Standards (NBIS).
The new standards were issued December 14, 2005 and took affect
January
15, 2005. Compliance of the new standards will be mandatory
January 15,
2006.
To address the new NBIS regulations, the Office of
Structural
Engineering has assembled a Bridge Inspection Manual Revision
Group.
The panel has consolidated and updated many
standard operating procedures
into one document. The Manual of Bridge Inspection will be divided
into two
parts Administrative Requirements and Physical Evaluation. The
group has
finished working on the first part Administrative Requirements of
the
Manual of Bridge Inspection.

Bid Document 6/20/06
We have released a Bid Document template for LPAs who either don't have their own spec book or use a combination of ODOT and LPA specifications. This template addresses concerns raised by FHWA. It is a small modification to the previous Bid Proposal Note template we previously released. It should save LPAs time and effort and ensures that Federal requirements are included. LPAs then add project specific information, wage information, local bidding requirements and other local language as long as it does not contradict Federal requirements. LPAs are free to begin using the template but we will not make it mandatory until January 1, 2007 to allow LPAs time for review and to raise any questions or comments.

This guide showcases projects that received Transportation Enhancements funding, document economic & community benefits, and that have a clear relationship with surface transportation. It is the primary publication NTEC uses to describe the Transportation Enhancements program and to show how TE is used across the nation.
Who Receives the Guide?
To date, NTEC has provided more
than 7500 copies of the guide to individuals, non-profit groups,

Environmental Excellence Awards Program 5/3/06
The Federal Highway Administration is seeking nominations for its 2007 Environmental Excellence Awards program. This biennial awards program recognizes outstanding transportation projects, processes and partners who incorporate environmental stewardship into the planning and project development processes using FHWA sources. The 12 categories include: Cultural and Historical Resources, Livable/Sustainable Communities, Nonmotorized Transportation, and Scenic Byways. Municipal Bridge Program 6/28/06
ODOT recently approved 11 applications for the FY2010 Municipal Bridge Program. Letters of notification were sent to applicants on 06/08/06. After the first of the year, the Municipal Bridge Program will be soliciting projects for our FY2011 program.

New Restrictions to In-Stream Construction Activities 1/18/06
The Ohio Department of Natural Resources (ODNR) has issued new regulations to limit in-stream construction activities in order to protect fish species. In-stream construction activities as defined for the purposes of exclusionary dates, include the placement and/or removal of fill materials ( temporary or permanent) into ‘Waters of the United States’, below ordinary high water. The exclusionary dates have been promulgated to protect fish populations, especially during spawning periods.
These restrictions do not necessarily limit bridge or culvert construction only the placement or removal of fill into "waters of the U.S.". The placement of fill can include Bridge piers, abutments, culverts, rock channel protection, scour protection, and temporary work pads. For example; project construction activities can take place year round as long as the placement or removal of temporary or permanent fill is undertaken outside the prescribed dates.
For most streams in Ohio, in-stream construction activities will be limited to July 30 through April 15. However, more specific and restrictive time frames will be afforded to higher quality streams. See the attached .pdf entitled ‘In-stream Work Restriction Table’. As shown in the table are in-stream construction activities for streams with Salmon populations or State and National Scenic Rivers which are limited to only a few weeks during late season low-flow periods.
It should be noted that these exclusionary dates can be altered in extreme cases through project specific negotiations with ODNR and the ODOT Office of Environmental Services. However, ODOT has to adapt to these new more restrictive requirements and make sure that sufficient time is built into all project schedules.

Safe Routes to Schools 1/12/06
SAFETEA-LU, the federal Transportation Reauthorization Act, created the Safe Routes to Schools program. This program provides funds to enable and encourage children, including those with disabilities, to walk and bicycle to school; to make walking and bicycling more appealing; and to facilitate the planning, development and implementation of projects that will improve safety, and reduce traffic, fuel consumption, and air pollution in the vicinity of schools. Please be patient with us as we establish a policy and procedure that will successfully address program goals and objectives. As information becomes available it will be posted on this website.

NCBW LAUNCHES FIRST DELIGHTFUL PLACES SURVEY 7/7/05
The National Center for Bicycling and Walking has collaborated with Dr. Catherine O'Brien to launch the world's first Delightful Places Survey.
We want to hear from you about a delightful place you know. What makes it delightful? What do you enjoy about it? What design features contribute to your sense of delight? What is the best indicator of delight?
"Research is proving that happiness is good for our health and well-being," says O'Brien. "We are interested in understanding how our external environment may contribute to individual and public happiness. We would like to better understand what natural or designed features create positive feelings in people."
O'Brien added that she hopes to hear from people who are not usually reading Centerlines. "Please pass the link to the on-line survey along to family and friends, including children and youth. We are particularly interested in the views of 14-25 year olds since their perspectives are often overlooked," O'Brien said.

NCBW RELEASES APPLICATIONS FOR WCW ROUND 5 6/21/05
The National Center for Bicycling & Walking is now accepting applications for Round 5 of its very popular Walkable Community Workshop series. The workshops, which won the Institute of Transportation Engineers (ITE) pedestrian education program award in 2004, bring together elected officials, public agency staff, public health practitioners, planners, engineers, and advocates to focus attention on pedestrian issues in their neighborhoods and communities. Now in its fourth year, the Walkable Community Workshop program is endorsed by the Association of Metropolitan Planning Organizations (AMPO).
The Workshops concentrate on real-world problems and hands-on solutions for each community. During each four-hour workshop, trainers lead participants on a "walkabout" (or ped audit) along a predetermined route within their community. The goal of the walkabout is to teach workshop participants to really "see" the community from the perspective of a pedestrian. They learn to identify opportunities to reduce barriers to walking, enhancing the opportunities for walking in their community.
Trainers then work with the workshop participants in developing a vision for their walkable community. They highlight ways in which land use and transportation decisions affect walking, health, physical activity, and livability.
"The workshops follow a proven format that gets participants involved," said NCBW’s Bob Chauncey, who directs the Walkable Community Workshop program. "We’ve offered these workshops in more than 300 communities across the nation, and they’re producing results."
After acceptance into the program, a designated local agency staff member attends a fall training session in San Jose. The purpose of the training program is twofold: to give coordinators a solid background in pedestrian design issues and walkable community planning, and to review the logistical details involved in organizing a week-long series of workshops.
For Round 5, NCBW will select up to fifteen communities. Next spring, NCBW trainers will present in each community over a five-day period a series of workshops. The resulting 100-plus workshops will deliver the message of creating more walkable communities to an estimated 2,000 planners, advocates, and elected officials.
The NCBW will accept applications for the Round 5 workshops from MPOs, transportation and health agencies, and other community-based groups.

Rail-Trail Design Competition 5/18/05

RAIL-TRAIL DESIGN AWARDS
Does your trail have an award-winning design? Rails-to-Trails Conservancy and the American Society of Landscape Architects are proud to present the second Rail-Trail Design Recognition Awards. The awards will be presented at a ceremony during TrailLink 2005, Rails-to-Trails Conservancy’s international trails and greenways conference. Winners will also have the opportunity to present their designs at a conference session. The submission deadline is June 1, 2005, and trail designers are encouraged to submit their creative and innovative designs.
Applications can be submitted for trails which are open, conceptual, or in the planning and construction phases, and submissions may be from anywhere in the world. Award categories include:
Creative trail designs that incorporate community character, art or other unique elements;
Innovative designs that address challenges with regard to safety, accessibility or dual use of a corridor (such as shared corridors with active rail or utilities);
Trail designs that promote community economic development; and
Trail designs that promote community health.

Local Programs Announcement 4/19/05
ODOT is currently in the project review and selection process for the Small City, Municipal Bridge, and Local Major Bridge Programs. Applicants will be notified of selected and non-selected projects by June 1, 2005.
March 22, 2005 is a newly added class.
If you have not taken this training yet, please sign up for the March 22, 2005 PDP Class.
At some of the previous classes, it was mentioned there may be some regional training. This is still being discussed but not finalized yet. An email will be sent if these regional classes will take place.
Please look on ODOT's Production or Environmental Services websites to register for the above classes.
The deadline for submission of LOI's was 2/1/05. Applications will be dispersed to eligible sponsors March 1, 2005.
ODOT will be soliciting projects on an annual cycle. The next application cycle will begin January 1, 2006.

Municipal Bridge Program 6/23/04
ODOT recently
approved 6 applications for the FY2008
Municipal Bridge Program. Letters of notification were
sent to applicants on 06/18/04. After the first of the
year, the Municipal Bridge Program will be soliciting
projects for our FY2009 program.
Safety Projects Funding 3/17/04
Attention Local Governments - ODOT announces that applications are now being accepted for Safety Program funding for Fiscal Years 2006-2008. The Application and Guidelines are located on ODOT's Office of Roadway Safety and Mobility's website at: http://www.dot.state.oh.us/roadwaysafety/Funding.htm. Applications must be submitted through the Local's appropriate ODOT District office or the Application will not be considered for funding. Applications are due April 30, 2004.
Local Major Bridge Program 3/9/04
ODOT is currently in project review and selection process to program up thru FY2008. The cycle will be annual, beginning each January 1. The next cycle, beginning January 1, 2005, will be for the selection of projects for FY2009.

Americans with Disabilities Act & Detectable Warnings
Please be aware that FHWA informed ODOT that the suspension of the Americans with Disabilities Act (ADA) requirement for detectable warnings on curb ramps expired on July 26, 2001 and the installation of detectable warnings is now required on all curb ramps.
